First, let's talk about the elephant in the room which is price. You're probably thinking that because I own a web design company then I'm going to try to convince you that we're as cheap as the other guys, or that everyone should hire us. But that's definitely not true. Look, professional web design companies usually come in a much higher price tag and we're not the right fit for everyone.
The do-it-yourself option is always going to be cheaper, and it's a great option if you really have absolutely no budget. But it's not always the right solution for everyone either. After all, you can mow your lawn yourself, but there's still plenty of reasons why you'd want to pay somebody else to do that for you.
Hiring a freelancer might be a great middle ground option in terms of price, but depending on what you're looking for, it may not be worth it. If you're hiring your friend's kid to mow your lawn that's one thing, but hiring him to re-landscape your entire property is another. So if you want to find the right web designer, you have to look beyond price. Here are some other factors to consider.
Convenience
The first thing to consider is convenience. How much time and hassle are you willing to invest when it comes to building a new website?
While do-it-yourself website developers are pretty easy to use, their downfall is that you're doing it yourself. ALL the time and ALL the hassle lands on your plate. And as a business owner your days are jam-packed with things that you're already doing.
So if you don't have the time to do the website design yourself you could hire a freelancer or website design company and that might be a better option for you. But when hiring someone you still want to think about how much involvement you want to have. A professional web designer can take the lead on the project and save you a lot of hassle, while a less experienced freelancer is probably going to need a lot more direction and oversight from you.
Skill Level
This leads me to my second factor, which is skill level. You need to make sure that whoever's designing your site has the skills to do the job right.
With the DIY website design, again, that person is YOU. And if you're tech-savvy and know how to do it, great! Go for it! But most small business owners aren't experts in web design, they're experts in their business.
With a freelancer there's a HUGE range of skill levels. There are plenty of skilled freelancers out there but the problem is you're dealing with ONE person, and that person can't be good at everything. They might be a brilliant designer but they're terrible at writing copy.

But if you're a growing business and you want a fully customized website design, you're going to need to hire somebody. A freelancer might be a good option if you have a small project. But the quality of what you get from different freelancers varies greatly. Plus, freelancers frequently have limited capacity, and they're doing things on nights and weekends, which means you probably are going to have difficulty getting a hold of them or getting your project done on time.
